NCT Testing Regulations Announced

NCT Testing Regulations Announced The Minster of State at the Department of the Environment and Local Government, Mr. Robert Molloy, announced less stringent regulations for the National Car Test.

This has come about because of a number of unexpected results which have been highlighted by the free pilot car tests at three of the National Car Testing Service (NCTS) centers (Athlone, Kells and Fonthill). Due to the possible high percentage of cars failing the car test, and not wanting to "put an unreasonable financial burden on owners of older cars", the regulations for the car test were changed.

The new regulations will "distinguish between primary and secondary safety-critical test items. A test certificate will be refused where lights, brakes, steering, tyres or seat belts are in a dangerous condition or where exhaust emissions create a nuisance," the Minister announced, clarifying that other reasons for failure will be advisory and it will be the owner's responsibility to rectify these. However, by the year 2002, a considerably smaller range of reasons for failure will be classified as advisory.

Also, the Motor Tax Offices will not be required to see a NCT certificate for a liable car at tax renewal time, until 1 April, 2000. This will not absolve owners of the responsibility to have cars which should be tested in the meantime of having the test carried out, the Minister confirmed.
