On the 15th January 1999 in Fonthill NCT Centre, NCTS and the Department of Environment held their last Press briefing before the official introduction of vehicle inspection on the 4th January 2000.

On this occasion, Mr. Robert Molloy, T.D., Minister of State at the Department of Environment and Local Government announced new regulations for the National Car Test (NCT). He explained that over the last few months the the 1400 cars that had been tested had thrown up some unexpected results.

Remarking that there was no over all pattern in the faults, he emphasised that lights, braks and emissions accounted for considerable numbers of failures. "However" he said, "it is very clear from the results that most of the cars had not been prepared beforehand and many had not been serviced for some considerable time.

" Citing the example of France where the car test dealt only with braks, the minister referred to the considerable experience of other countries in making the introduction of car testing credible and acceptable. "As a result, the new Regulations distinguish between primary and secondary safety-critical test items. A test certificate will be refused where lights, brakes, steering, tyres or seat belts are in dangerous condition or where exhaust emissions create a nuisance," the Minister announced, clarifying that other reasons for failure will be advisory and it will be the owner's responsibility to rectify these.
